Phillip L. Swagel serves as a senior policy advisor to the center.

Swagel is a professor in international economic policy at the Maryland School of Public Policy and a non-resident scholar at the American Enterprise Institute. He is currently the director of the Congressional Budget Office.

Swagel was the assistant secretary for economic policy at the Treasury Department from December 2006 to January 2009 where he advised Secretary Paulson and was a member of the TARP investment committee. He received a bachelor's degree in economics from Princeton University in 1987 and a PhD in economics from Harvard University in 1993
